Description
Olikeze Forum is an amorphous group of like minded Delta sons and daughters coming together to commune within a socio political platform for the purpose of propagating our goals, yearnings and aspirations within the political milieu of Delta State, Nigeria and Diaspora.
DELTA [Brief History] 

Delta State with Asaba as capital is Located At the Northern end of the state with An estimated area Of 762 Sq. Km While Warri Is economic Nerve Center Of The State And Also The Mast Populated. The State Has A Total land area Of 16,842 Sq. Km.The state borders Edo State, Ondo State , Imo State,Rivers State, Anambra State And Bayelsa State. In the South West And South, It has approximately 122 Kilometres of coastline bounded by the bight of Benin on the Atlantic ocean. Delta state was carved out of the former Bendel state in 1991
It was created following agitations for the creation of separate distinct states by the Niger Delta and Anioma regions. The then military President, Gen Ibrahim Babangida created the state using the name "Delta" advanced by Niger Delta region as "Asaba" another name advanced by the people of Anioma as the capital of proposed "Anioma State." 

Delta State was once integrated in the Mid Western state from 1963 to 1976 and later Bendel State, From 1976 to 1991. The name "Bendel" (Ben-Del) meant Benin-Delta to reflect the integration of Benin and Delta province 

ABOUT VICTOR OCHEI
Rt. Hon. (Engr.) Victor Ochei, an indigene of Onicha Olona in Aniocha North Local Government Area of Delta State was born in Kano to the noble family of Donald Ochei and Madam Monica Juliet Ochei, both deceased. He had his primary education at the Methodist Primary School and the secondary level at the St. Thomas Secondary School, both in Kano.
Armed with an excellent West Africa School Certificate result, young Victor, in his quest for educational fulfillment, proceeded to the prestigious University of Benin, where he bagged a Bachelor’s degree in Chemical Engineering.
Thereafter, he went for the mandatory National Youth Service at Ondo State. Laced with entrepreneurship zeal he relocated to Asaba, the fledging capital of Delta State, where he took to printing of Calendars and Memorabilia in observance to the timeless saying that ”little drops of water make a mighty ocean”.
 In line with the above diction, Hon. Victor Ochei assiduously concentrated on his resolve to excel, through the establishment of DavNotch Nigeria Limited, a Company that has grown from the cradle to a giant global figure within a fourteen year span.
As he ascended the ladder of entrepreneurial accomplishment, he equally embraced philanthropy as a key ingredient in the service to humanity, culminating in his founding of VICTOR OCHEI FOUNDATION, a non-govermental organisation, which though with limited financial resources, still provided succor to Aniocha North polity through the provision of easy means of transportation, encouraging small and medium scale business and a committed belief in the education sector, culminating in various scholarship schemes to brilliant, but indigent students, erecting classrooms and fencing of such Secondary Schools.
Rt. Hon. Ochei’s penchant for education as the veritable tool for societal development, resonates from his late father’s mantra of that “the only legacy one can bequeath to offspring is education”
Little wonder therefore, that he recently donated sixteen brand new buses to Secondary Schools in Aniocha North.
In the political realm, Hon. Ochei comes across as a rare chemistry of integrity, tenacity of purpose and cerebral attainments going by his sound resume
On his debut in politics, in 2003, he emerged the Deputy Minority Leader of Delta State House of Assembly having been elected on the platform of the United Nigerian People Party, UNDPP, a position he held till 2006.
On his second missionary journey, he opted for the Peoples Democratic Party, (PDP) and expectedly got re-elected into the State legislature, and was entrusted with the Chairmanship of the influential House Committee on Education till the phasing out of the fourth assembly of the Delta State House of Assembly.
Still desirous of serving his people, he contested the April 26, 2011 election and re-elected into the State Legislature for a third term and subsequently elected, Speaker, Delta State House of Assembly.
A man of exemplary comportment, he parades this string of awards, ranging from:
- An award of Excellence by Mrs V.O. Obuagu, an erstwhile Commissioner for Education in Delta State, for valuable contribution to the growth of education in the State.
- Fellowship Award by the Federal College of Education (Technical) Asaba.
- The Paul Harris Fellow Award, courtesy, the Rotary International.
- Merit Award by the Nigerian Association of French Teachers in recognition of contributions toward the improvement of French Language in Delta State.
As an avowed lover of education, he has in addition to his first degree in Engineering a Post-Graduate Diploma from the prestigious Harvard University USA, as well as a Masters’ Degree in Corporate Governance from the Leeds Metropolitan University, United Kingdom.
He is currently studying Law at the Delta State University, Oleh.
Hon. (Engr.) Victor Onyekachi Ochei unarguably, is a summary of sublime qualities, an erudite believer of the golden rule, a consummate philanthropist flowing with innate abilities of stimulating humanity to greater heights.
